OSHA's 1992 Process Safety Management (PSM) regulations apply to processes involving a "Highly Hazardous Chemical" on site in one location in a quantity of 10,000 pounds or more. OSHA has identified 17 topics for rulemaking or enforcement policy changes. These 17 changes in the PSM regulations will bring Process Safety Management regulations in line with the Safety and Environmental Management Systems (SEMS) requirements that offshore oil and gas operators doing business in federal waters must follow. Where SEMS regulations incorporate API RP 75 into the rule, PSM regulations incorporate API RP 750 into the rule.
